This is retarded, the only way to not gain muscle on roids is to not lift or to eat at a big deficit. Now doing roids suboptimally by not training high volume and eating low protein/at or below maintenance happens but steroid use incites the proliferation of nuclei in satellite cells, and these nuclei do not go away even with lost muscle, so you regain the muscle you gained from roids very easily. Naturals can increase their satellite cell nuclei count but it's much slower and takes way longer/is way harder
