Testosterone definitely is one of the main factors, but the other part to it is that men simply have more muscle cells in the first place. If you look at muscle gain as a percentage of lean body mass it is very similar for men and women, and also the same for men with different test values (within the normal range). Testosterone levels simply change how much lean body mass you have, by about 1lbs for every 100ng/dl, and subsequent muscle gains are then just percentage changes of that lean muscle mass. So for example a man with a 900ng/dl test level vs someone at 300 will have an extra 6lbs of lean body mass without training, and if both gain 2% lean body mass the first guy will gain an additional 0.12lbs, so not that much more

Lifting and eating clean affects test levels of course, so it’s not actually like someone with a test level of 900 has a much higher untrained lean body mass than someone at 300 because he probably would not have a 900 test level in the first place if he was not lifting and watching his nutrition. So the base muscle mass is not really set, you can effectively change what it would be by lifting, though at that point you are obviously no longer at that base as you are also gaining muscle from the lifting and not just testosterone increases
