Funnily enough, the police force as an idea didn't exist for a while after the constitution was written. Originally a town had a sheriff, who would roll up and settle disputes or drag a rowdy drukk to the cells. And in dire circumstances the sheriff could deputise others to form a posse when more force was required. But for 99% of he time a town would have omly 1 official lawman - and the primary function of police is to transport suspects to court to be convicted by the way - and the average citizen WAS expected to arrest a criminal. It was expected that if a crime was ongoing that nearby free men would engage to stop them. Whether that worked in practice is beyond me, and obviously times have changed but I thought I would mention.
