That's pretty much the safest form to do bench press. The possibility of a shoulder injury is minimalistic and you have a way better control of the bench.

1. head on bench
2. upper back on bench
3. ass on bench
4. some ask for heels on ground
People just found a way to bend the rules into their favor. Same thing happened when there was OHP instead of bench. Russians used to do standing incline press instead of OHP so judges couldn't properly judge the lift so they replaced it with inferior lift that is bench press. Same thing with sumo or conventional.
