The training bottleneck for conventional deadlift is your lower back, particularly if you have bad hipsocket genetics that make it harder to get a good pulling position.
I've seen power lifters in my gym use hack leg presses, trap bar deadlifts, and other lifts that require comparatively less low back activation when they have reached their training capacity for conventional deadlift variations.
The question of if a hex bar deadlift is a deadlift or not isn't debatable, it is what it is. If you want to have the take that they're not the optimal deadlift for a specific purpose, that's fine.

There are two sets of handles. Hes holding the lower ones which makes it more akin to conventional deadlift with a neutral grip. Thr higher handles make it more like a rack pull allowing you to load that bar up even harder
