If you've got what I think you've got from slouching at a chair all day then I'd suggest you do a small circuit of shoulder exercises, occasionally do some rows, and improve your core while being sure to correct your Posture at least while standing

Fix your breathing - if you have clogged nose or a constricted airway (caused perhaps by underdeveloped jaws or a deviation in the septum) , get those things sorted out. Mew and practice breathing through nose. Get surgery if needed for septum or jaws. Struggling to breathe may cause you to rotate your head up and crane forward.

Yes. All they do is take tension off your back and help keep your back weak. What you need to do is train your back and neck. Do rows, pull-ups, deadlift, facepulls, and light weight neck extensions and flexion.
