High reps GROW your current muscle fibers
Low reps CREATE more
So let's say you have, say 5 muscle fibers. You can do high reps, and make them bigger, so that each muscle fiber is worth 2, and you have +10 size
OR, you work low reps until you have 10 fibers, and then do high reps to double them, for +20 size
