As other anons have suggested get a food scale if you don't already have one. If that doesn't fix the problem have her eat at maintenence for a month and then have her cut again. Sometimes cutting will lower your tdee by 100 or 200 calories and for women that can be very significant, so going back to maintenance for a while will let her tdee go back up. Also, focus on being very consistent with exercise during the maintenence month if she does it. Get her going back to the gym 3 times a week and encouragd her to push herself for reasons other than weight loss.

In some cases, very obese people can have hormone issues that cause muscle to be broken down for calories before fat, but she'd still have lost weight on a scale. She's probably doing the calculations wrong.

not only is it possible, but it's very realistic that TDEE decreases with reduced food intake. short term, NEAT can decrease substantially, and long term, BMR can decrease (in my personal case by 20%).
oh, I don't think cutting carbs is necessary for everyone. Some people feel fine with a caloric deficit on a standard diet. But there are also a lot of people who will feel shit because their body adapts by lowering energy usage instead of increasing fat burning. ketosis and fasting works much better for them.
