Hard to say. With bench (hip thrust) obviously has more ROM, but also proportionally hits quads slightly harder. Without bench (glute bridge) has less ROM but 'isolates' the glutes slightly more, and thats the muscle that this exercise is supposed to target.
But there seems to be no hard data on which is better, and many people have different opinions. I would say, try them both quite a lot and see whichever one feels best for you.
