Pretty much anything below 0 degrees F feels the same to me honestly. Its either cold but tolerable, or cold and windy so the air rakes your flesh and mouth with each breath. Doesn't stop me from walking to the kwik trip for a /sip/ though.
I have done -10 F / -25 C and while I can cope I won't pretend it doesn't blow. If you just stop feeling it once it gets much lower, I guess I can relate. It is true that people from the western US have no concept of what cold really means; it's quite pathetic to see Californians bitching about cold when it hasn't even dropped below freezing.
