Most gyms are almost completely empty in the morning and during the day, so if you are a neet and can choose when to go you don't have to worry. Secondly, nobody even notices you. They are far too busy looking at themselves in the mirror or using their phones. Thirdly, even if somebody actually notices you, and sees that you are a weakling, they don't give a shit. You should find out your body type, mesomorph, ectomorph, or endomorph. I guess there's test online but it's easy if you read. Then you'll want to search "bodytype workout bodybuilding forum", and find a weekly routine. It'll also have the meals you should eat too. As you can see from the workouts you can get away with the equipment at home, no need to go to a gym. You can also find the equipment used on craigslist if you're on a budget or poor.

I go in with undersized clothes and without even combing my hair first, usually. I just ignore everyone and everyone ignores me. I do warmups with 5 lb dumbbells to get my non-static stretching going and don't bat an eye at anyone.

Progress in the gym follows a very strict concave curve. It's a great example of diminishing rate of return. In plain english, this means that you remain a noob for a very short time. Most big and strong guys will be lucky to get 10lbs stronger in any given exercise in one year, but during your first year of training you can quite easily get like 100lbs stronger in each the major lifts like bench press, squat and deadlift. You can grow out of your skinny skeleton physique in a matter of weeks if you train hard and eat enough. Let's use the bench press as an example. Most untrained full grown males can bench around 100lbs (45kg). it's sort of a base level of strength. After one year of training, most guys can bench around 200lbs. However, very few guys can bench 300lbs, it probably takes an average of 3-5 more years of very hard training and dedication to reach it. And 400lbs is almost impossible to bench without steroids. If you are natural, 400lbs is extremely impressive, and probably required very serious training for at least 10+ years. So even if people make fun of you, (but they don't), you would only need to endure it for a few weeks/months.

No one cares. No one has time to pay some skinnyfag at the gym any attention. This is the case for almost everything, no one actually takes as much notice as you as you might think and if they do they almost forget about you immediately. Just make sure your form is right, research before hand and get a good program going. I suggest 5x5 for beginners personally.

I quite literally can't use cement plates for most of my lifts, because you can only fit like 200lbs of cement plates on the bar before it's full. With metal plates you can fit like 800lbs on a bar.

Just try to work out like two or three times a week in the beginning, get enough sleep, eat enough, rest whenever you can, and see what happens. I know a few guys who work hard manual labor during the week. They only work out on the weekend, and get very good results. You are just gonna have to try it out and see how it goes.

The only way to deadlift 400 pounds is to use metal plates, because bars can fit 400 pounds of metal plates. In fact, they can fit like 800lbs of metal plates. Ergo de facto, when the person in question gets to the level where he is ready to deadlift 400lbs, he will have to acquire metal plates. The cement plates he could use back in the day when he did 100lb deadlifts are essentially useless at this point. Cement plates is fine for beginners, but at a certain point you are going to need more dense plates so that you can fill more than 200lbs on the bar. Your cement plates still weigh the same as they ever did, but they take up so much space that you can't fit enough weight on the bar to do a proper workout, unless you are a beginner, in which case they are fine.
