I know I’m fat I’m losing weight too. How do I lose the cellulite and make my butt rounder and more shapely? I work my butt pretty much every time I work out but I feel like I always use meme workouts that don’t actually build genuine mass. Is there an actually good program out there I should follow? I have hip dips and would like to get rid of those too. I don’t belong to a gym and only have 10 pound weights at home.

You don't. Concentrate on cutting down bodyfat first - if you've got a tape measure, you should measure that and aim for a few % below what you are.
It's much faster to quickly lose weight/fat then bulk up than it is to try and "gain muscle while losing weight". Much less prone to fuckups, too.
The dumbells should be enough with proper squat form to begin with. Once it gets too easy, do what you can to increase the weight.

Ok, do you suggest keto for losing fat while eating at maintenance? I use the dumbbells fairly regularly and they’re pretty easy for me now, it’s just hard for me to be consistent without a good routine. I currently just do glute exercises in my room every 15 minutes while I do my homework and workout videos.

hey as a fellow flat ass i feel your pain, so here's some actual advice:
1. go to the gym, seriously, you won't really get anywhere fucking around with 10lb weights
2. exercises that really activate your glute muscles (tried and tested by me) are bulgarian split squats (put your front leg further from the back leg for better glute activation), barbell hip thrusts, cable pull throughs, cable glute kickbacks. look them up for the proper form.
