Are making sure that your protein intake is enough? Are you making progress on your lifts in the gym?
just keep lifting and eating @ maintence w/ high protein until your lifts stall and you can't increase after trying for 1-2 weeks. Then you can bulk.
If you want a time estimate, it really depends how bad or good your body already looks. Anywhere from 2-9 months or so
