Just stop using shampoo. That's what I did and it's been great.
Don't add oils or anything. I shower every morning and just let hot water run along my head and scrub it
plus i use a loofa to scrub my scalp clean and i got a shorter haircut so i can scrub it even closer. cleanliness is what caused me dandruff so.. yeah.

Stop doing everything you're doing. No one should ever have dandruff. At some point you picked up an opportunistic strain of bacteria or fungus on your skin thats throwing off the symbiosis of your normal flora. Its never going to go away until you hit it hard, and you will never do that by treating symptoms.
You need to go to the drug store and buy some Nizoral. Use it every 2-3 days for a couple weeks.
This will kill off any stubborn interloper and allow your skin to restore its normal balance.

I used to have something I thought was just normal dandruff that extended to my face, it made my high school years miserable. I was dumb and didn't have money for a dermatologist. It wasn't until I actually stopped being retarded and researched enough to determine that I had a form of psoriasis.
I went off to try topical products with the main active ingredient being ketoconazole (Nizoral's main active ingredient) or selenium sulfide. Since I was a broke motherfucker I bought the Head and Shoulders Clinical Strength ones, the other "anti dandruff" shit did nothing for the scabs. I also applied actual topical creams since it worked for my face as well.
At first I did it daily, once the symptoms went down I cycled to twice a week or so. For the rest now I do the usual doodaddle of scented shampoos and conditioners and keep the scabs at bay.
Use sensitive skin soap to get rid of oils in hair
My girlfriend cured my dandruff with hippie magic. Rub castor oil onto your scalp (really get it in there), let it sit and dry for maybe 45 minutes, then shower and use a thin-toothed comb to brush it off your scalp. All of the dandruff will come off with it, as a thick disgusting goop. I used to have terrible dandruff 24/7, now I use Head&Shoulders 3 or 4 times a week and haven't seen a flake since.
Stop using shampoo. It took about a month, but my hair is perfectly fine without it now. It doesn't look or feel greasy. I still shower every day, but that's because I get unmanageable morning hair, which I got using shampoo as well.

Anti-dandruff shampoo dries out your scalp to kill the fungus, but if you don't actually have it it just creates more "dandruff" (dead skin)
Just wash your hair thoroughly with normal shampoo, unless the "dandruff" is yellow
