"Ripped" is 6-8% body fat. It is emaciated and unhealthy. He looks better than 90% of guys at his current ~12% body fat, and doesn't need to cut even if he feasibly could.

Not easy at all without gear. You would need to follow a very strict training and nutrition program with absolute consistency to maintain 8% body fat, and that's not counting all the cutting and bulking cycles you'd need to attain that level of muscularity.

They are tiny. His forearms are proportionate, but there is no mass on upper arms. Good bone structure probably highlights it too. Wide back with nothing really coming out of it. Dude would likely look good if he roided hard. His bicept insertions would still be fucked but he could look decent.
