I would recommend starting with calisthenics exercises because you are to heavy. Start by working out to gain strength and doing cardio to lose weitght. Its going to be easier

also yes you dumbass there's always hope unless youre the most unmotivated person to ever exist. when i was two years younger I was the same weight and hairstyle. now i'm 25 and am at 190lb (i did catch the hairloss jew though)
here's what you do:
read the sticky, first off. thats always step 1 on the board.
stop eating so goddamn much. download my fitness pal or something and use it!
find an exercise routine you like. I start shedding weight just by riding my bike around for at least 30 minutes every day. up the intensity gradually

You can never go wrong with a buzzcut or a fade. I like 1 on the sides, 2 on the top
short on the sides at least mate. look up "stylish men's haircuts 2019" on google, find one that would fit your face and personality, take it to a BARBER and show him and say "yeah this"

For 280 at that height, your fat dis on your face isn't that bad. Go to a novice program, slow cut to 220 then recomp to 225. You should be intermediate by then. Find a good intermediate program and cut to 210-215 and maintain. You can decide if you want deeper cut or not.
Learn to cook, read the labels, geat whole food, go away from overally refined foods, learn to get your micro game vs worrying about macro game. Learn about how to drink good water instead of poisoned shit tap water that is everywhere. (Hint:spring water, aklaline, and pink salt).

280 fucking pounds? Just start by fucking dieting first to a normal weight than worry about exercise. Losing the fat should be easy since you're a fat fuck. From there hopefully your face would be slimmer cuz you look like dog shit. Doesn't matter what haircut or glasses you get. You're fat...and being fat is ugly itself. Same as fat girls...
