You can, but it is harder. Vegan diets usually lacks certain nutrients that you have to take as supplements, like creatine.
Also, plant based protein has a lower biological value witch means you have to eat more of it to get the same effect.

I know I made decent gains on a vegan diet. Look at Clearance Kennedy for example, the dude is 100kg lean and squats 300kg+ while vegan

It's harder to make gains but you still have vegan protein powders and shit to make gains.
I get horrendous acne from everything dairy so i steered away from whey for a good 8 months and had pea protein cement every day.
