Yeah if you switch to an African server CHA builds are still best but STR builds have way more utility. Also, it's always possible to PVP somebody whi has a CHA build with a STR build but you can get permabanned for that in NA servers.

These are all variables that can be developed (INT isn't merely IQ, it is also intellect and learning), but yes there is a baseline due to genetics.
Best creation system would be roll for baseline following a normal distribution. Then you add points based on life experience prior to adventuring and given the starting level. Then the system just has to avoid power creep in opposition to the baseline (meaning that stat increases are so frequent that the baseline hardly matters). The acquisition of skills should be governed by the baseline INT of one's character..
