Depending on how much water you add or if the rice dried out after cooking before you got around to weighing it then I could see a lot of inconsistency with weighing the rice after cooking because of inconsistent amounts of water. The rice will also be sticky and more annoying to weigh. I would just weigh it before you cook it, use this value:

There will be individual variations in moisture content with rice that makes it harder to lookup accurate macros for your situation

My packaging gives me the macros for 1/4 cup of dry rice.
So i'll just make a cup and when it's done i'll split into equal servings by weighing all the cooked rice at once and dividing it by however much rice i want to eat in my meal.

What I do is I use cronometer and enter in my white rice by grams under "steamed white rice"

The weight fluctuation based on how much water you use isn't too significant unless you are using like +/-1 cup of water than usual

The nutrition label on the rice gives you accurate quantities for *dry* rice usually. So I use that, and make rice in multiples of the dry weight.

For all food, raw/dry weight is better: it can have different water contents after depending how you cook it. But cronometer has entries for both raw and cooked rice.

I always use raw weight when cooking meats for this reason. A 9oz chicken breast that holds more moisture after being cooked (like sous vide) is going to weigh more than a 9oz roasted chicken breast that has lost a lot of moisture.
But they'll have the same (or similar) calorie counts.

Definitely raw, because water holds no calories, so dry rice and after its cooked have the same amount of calories, and it's much easier to just measure it raw
