There's no single routine, you've gotta go in phases if you look like the photo
Phase 1 improve your diet, stop eating late at night, stop eating garbage, reduce refined carbs, increase protein
Phase 2 3-5 days of cardio, aim for something like 30mins of jogging, do this for 3-5 months

By the end of that you'll be skinny fat
Come back here when you are and I'll be here and I'll give you a work out program

Start with a running routine, 1/4 mole to start with and then add 1/4 miles to it every week ( 1/4 one week 1/2 next week and 3/4 week after that etc) once you make it to 1 1/2 or 2 miles, then you need to go to gym and start working on tone with things such as squats, abdominal, glute, lite arm excerses. Keep adding 1/4 mile every week while doing this and you should be good.
