Depends on the level of detail and the quality of the shop, but for something that simple and that small not much. 20 bucks on the low end, 100 on the high end.

Well first of all tattoos are generally not that high quality. Getting something "ok" inked onto your body is dumb. Worst case scenario you get a botched job and look retarded unless you shell out for laser removal. Secondly even good tattoos fade without touchups and all tattoos look shit from any change in body composition or age. And lastly, for the vast majority of people, it's a dumb spur of the moment decision. Most people I know can't go a few months without changing phone and PC wallpapers, except if you get bored with your current tattoos you can't swap it on the fly.

I think it's retarded to willingly give yourself that big of a scar, scar tissue is a lot weaker than skin and it will tear easily, needs more care than healthy skin, etc. not to mention the huge risk of infection and the fact that if it heals wrong it's gonna look like a bumpy, swollen dumpster fire of a design.

Some shops round up to the nearest hour, others don't. If you bang out something small in twenty minutes usually they're not gonna charge you for the full hour, but idk it depends on the business.
I'm not going to offer my opinion on whether the design would look good or not at that size, I'm just saying at that size, that design would not take an hour.
