I have no clue what my staring bench was, but I started at empty bar and added 2kg per week. I was definitely a lanklet, but I made progress and didn't stall until about 80kg. I don't think there's anything wrong with him starting at a low weight.
You do have to convince him, though, that strength and hypertrophy are related. The first year or so of strength gains is primarily improving your CNS and muscle fiber recruitment. If he isn't actually using his muscle fibers, he'll never make them bigger.

There's a point you reach where noob gains don't cut it any more. The solution is just to push harder. I plateaud my big 4 at like 90/180/255/345 for almost 5 months. One day I just said "fuck it, I'm squatting 265" and I did it 5x5. It sounds weird but you actually just have to push harder. From here on out, every lift you do will require you to push really fucking hard.

You get stronger if you either go up in weight or reps, I would pick a program and see what the progression is. For example you might do 5 reps for 5 sets of a certain weight then next week try for 5 pounds more, if you only get 5 sets of 4 reps then try for 5x5 then up weight. Start low and work your way up.
