Should I start cutting? I get to this point where I want my sick summer abs back, but feel like improvement season didn't get me as large as I was hoping. My lifts went up but my chest stays small.

Had withdrawals from weed addiction so I couldn't eat any food some days but then slowly started to eat between 1500 - 2000 of healthy food and pretty much been doing that since

Side effects =! addiction which is an uncontrollable compulsion to continue using. I smoke weed too and notice effects after cessation of use but that's not addiction. The fact that you quit after suffering from severe side effects is proof that you weren't addicted.

Your body is going to have to get used to proper exercise and diet. I’d recommend finding a proper meal plan so you can get your body used to high amounts of certain foods (broccoli, asparagus, wild rice, etc).
Going into weights is a good start but you’ll burn yourself out if you only focus on lifting and not preparing your whole body for fitness. I’d recommend doing some momentum cowbell exercises within the ranges of 25-45 bounds with 4x10 (1 minute break). These exercises don’t strain your body much and work all the foundational groups for further workouts. You can find all this shit online or I can post my daily when I’m not in hobbit sleepy mode.
