You absolutely can if you get enough calories in. It can be hard to eat enough on OMAD if you have high calorie requirements though. I split into two meals 3 hours apart in order to be able to eat enough.

For building muscle I'd say 6 to 12 months of proper training. Would you be speaking more generally I'd say it take longer to become intermediate lifter.
