You might have sleep apnea.
Get a sleep study.

If you can't fall asleep within twenty minutes stand up and go do something else. Don't just fucking lay there. Get up, do something and try again 45-60 minutes later.

stop using any electronic devices at least an hour before bed. Use that time to stretch or read or mediate.

Melatonin is very helpful to me for this problem. 3mg is usually enough.

All the other things mentioned here are important too. Screens /blue light.

It's the cellular antennas spamming government programs into your brain, you don't even know it happens because you're asleep. You can't fall asleep because your mind is strong enough to tell you something is wrong and refuses to sleep with all the malicious radio waves around. Is it better to get 8 hours of sleep or to sleep/wake up at the same time consistently? I'm at a position where I can't have both.

Wake up at the same time consistenly. Make sure that time actually works for you (isnt in the middle of your rem cycle etc) or else theres not much benefit

lightly tap your thighs with your fingers to a basic rhythmic cadence at the speed of a typical clock or watch second hand, back and forth back and forth. do this for about 4-5 minutes while focusing on your breathing steady and deep breaths. after about 4-5 minutes start to slow down the cadence at a pace that feels natural to you. you will be asleep in under 10 minutes guaranteed no matter your current mind or body state. try it
