try adding volume. Also work in single heavy sets too, like PRs.
Sounds like you need to mobilize your thoracic spine+shoulders. If you can't lift your arms straight overhead such that your ears show from the side without extending your back, then ohp will prolly cause back pain for you. Watch out for your ribs rising while lifting overhead, means you're extending your back to try to get the weight overhead. If you're shoulders are rounded instead of down and back, then that could also be a factor
You're supposed to bend backwards a little bit, otherwise you're going to hit yourself in the face with the bar.

OP I don't know if you mean 25 kg pl8 or 25 kg in total. If you mean 70 kg/155 lbs total than just add some accessories like dips and or viking press, and make sure your doing a vertical pull like pull downs or pull up's and adding band pull aparts/face pulls will help as well.

99 kg is not 1 pl8 you newb. 1 pl8 is 20 kg/45 lbs which equates to 61 kg/135 lbs on a bar. 99 kg/217 lbs is not 1 pl8. Want to know how I know you don't even lift?

Can I still improve on OHP while on an aggressive fasting routine? Late beginner/early intermediate at 25% BF btw.

Probably not. Your body needs fuel and OHP is taxing on your body. I'm not saying it can't be done but progressing on OHP and bench while fasting or cutting is insanely difficult compared to squatting and dealifting while fasting or cutting. I'm not saying it can't be done because everyone is different but it will definitely be difficult.
I can feel being weaker at the gym in general, pretty sure it's impossible (at least for me).
