People store a lot of their upper body weight in their back. More than they think. People have big backs. If you have a decent amount of fat on your body overall then your back will look fat.

And what makes it truly the worst, is that in men, back fat is generally the last to go. I had to continue cutting for a long time before I could get rid of it. Just keep at it, it'll take ages. Add more core workout too, it can help tighten the area faster
