I squat similar to Layne, bent over and I don't feel lower back, only quads and glutes. Meanwhile my high bar looks textbook form. :(

Well, just because you don't feel it in your lower back doesn't mean it's not being recruited. The fact that these are muscles used isometrically means that there's less fatigue. The fact that you're closer to horizontal means that there's much more shear force on your interspinales and erectors

After you push your knees out and forward do you "set" or "lock" your knees by flexing your quads to keep your knees in that position till you reach that same vertical point when coming up that you bring your knees back in?
This is something that took me a while to learn so perhaps you are having trouble with the same thing as me.
