It's up to you. If you bulk now you'll make some solid noobie gains, but you'll get fatter.
If you cut, you'll lose a little muscle mass but normies will think you look better because you're lean.
Personally, I'd recommend alternate day fasting while eating at maintenance, with something like a 30/40/30 carb/protein/fat ratio. Helps you get lean and since you're a noobie you'll still make gains while losing fat.
You won't be able to to keep this up after about three to six months based on your progress. Then you should shift to OMAD bulking or OMAD cutting based on your goals and body composition at that time.

Work on posture, I'd recommend bulking because you seem to have next to nothing in muscle mass

Cardio. Run. Do sports or something to lower that bodyfat you have. IF you bulk you will have even more of a gut and you will look even shittier than you look right now. Dont listen to these faggots. Cut down to a decent level. Cold showers, Manscape and take care of your odors.

just lift weights consistently for a year at least before worrying about bulking/cutting

Absolutely cut. Train hard and you'll probably also make some newbie gains along the way. But you'll end up looking quite bad if you bulk from here.

Just work out, eat a hypercaloric diet with a positive nitrogen ballance, do progressive overload while still noobie, and you'll build muscle and lose fat. Sure you won't put on 20 lb like you would in a bulk, but most of that bulk people usually put on is fat and water-weight anyway.
