Fasting has done that multiple times, also cancer and AIDS.

Fat blocks the "lock" in your cells. So when the insulin "key" comes a long to open the "lock" it cant because its "gummed up" with fat. Thus the insulin cant do its job and the sugar/glucose in your blood continues building up...hence type 2 diabetes. Type 1 diabetes is where you can't produce your own insulin anymore, nothing to do with diet.
