Yeah, that's what it refers to. It's not a meaningful reference for progress though. It's entirely arbitrary and people just say it again and again because it sounds cute. I would even go so far as to say it's a very poor reference point. For example, if your max bench is 225, you should be doing 135 for your working sets.

1/2/3/4 refers to how many times you are supposed to lift your own BODYWEIGHT to be respectable.
So if you weigh 200lbs reaching 1/2/3/4 means pressing 200lbs overhead, 400lbs on the bench, squatting 600lbs, and lifting 800lbs dead. THAT is the minimum to being considered strong.

What are you talking about? 1 plate OHP is when you load 1 plate on one side of the barbell and no plate on the other. Then you hold the barbell vertically with the plate end at your feet, then raise the barbell while feeding it through your hands until you're holding it above your head with the plate in your hands.
