I have. I curl 40s for reps and 35 for single arm skullcrushers. I don't know why I see no growth.

Get a well fitted shirt. You'd be surprised how much of a difference it makes
you need progressive overload, lifting the same weight is not going to make you bigger
Try blowing up the sarcoplasm with moderate reps up to 15 or even 20, while still working lower reps alternating

Regarding the shirts. There are different cuts and you should look for those which hug your bicep nicely.
You have to shock the muscle.
Use supersets of bent over row and reverse curls to failure and reduce the weight each time until you can only do the bar.
Also what about shoulders? I can't seem to progress my OHP past 95

like if you are doing 45x5lb curls you need to start curling 50x5 or 45x7 etc.

I will admit I neglected arms for a while. Trying to make up for it now. I usually do dumbbell curls for biceps or sometimes I use the cables. For Triceps I pretty much only do skullcrushers and dips.
Ok here are some arm work outs. Don't neglect your body.
Rep ranges and weight depend on you.
>bi's
Preacher curls, dumbell curls, hammer curls, barbell curls, isolation curls, reverse preacher curls, overhead cable curl/ lateral bicep cable curl.
>Tri's
Tricep push down (to include reverse grip and single arm) skull crushers, tricep kick back, overhead tricep extension, close grip bench, push ups.
>Alot of these workouts can be done iso lateraly and or in cable/dumbell varients
Remember
Everyones body is different, proper form is key, and find what works best for you.
Some muscles grow well with low reps high weight and some grow better with higher rep lower weight. I’ve noticed my tricep, shoulders, and biceps grow much better with a bodybuilder like program and legs, chest, and back can still get a good amount of growth from low rep power lifter type stuff. That’s just me 2 cents so do what you want with it. I’m not advocating for doing no high rep stuff with your chest, back, and legs because you should.

Clearly you should mostly work triceps if you want big arms and fill out shirts If you're looking for some biceps tips instead:
-Hammer curls in all variations to build up the brachialis. A big brachialis will give your biceps a nice thick, meaty look even when they are relaxed.
-Utilize ways emphasize lower and upper portion of the lift (uneven loading of the dumbbell, bands)
-Use low weight. Seriously, most people probably only need 50% of the weight they are curling to see the same if not better results. For me, really good isolation works a lot better than cheating on heavy curls (although they have their place).
-Work on mind muscle connection, peak contraction and time under tension. As you db curl with one arm, use your other hand to feel the contraction of your bicep. Make sure it's always under tension and reaches peak contraction at the top.
Last but not least, throw in heavy barbell and ez bar curls with different grip width.
Don't worry about your arms, just focus on getting stronger.(eat)
Have a dedicated arm day and make sure most of your diet is decent quality animal foods

Have a look at you weekly volume for arms, that includes compounds where arms are worked. Get to 15+ weekly sets for bicep and tricep at least.
