I do bodyweight exercises 3x a week, push ups planks slow deep squats and bridges. My legs and abs feel a good bit sore the day after. But my arms never feel sore, despite the fact that I do slow deep push ups and always finish my reps even when my arms start shaking badly. Is lack of soreness proof the workout isn't working? Do I need to add more exercises to the routine? I always feel like I have done enough at the end.

Get a pair of rings so you can do isolation work (curls/tricep extensions)
you need to do pulling motion, like pull-ups to really work your arms.
push-ups are most chest and shoulder.
hand-stand push-ups also decent.
try to do one arm push ups and one arm pull ups and then try to do them isometrically.
