Open the book, look the exercises to have questions, read the chapter, write down (with a pen, on paper) with your own words whats important, solve the exercises, review your notes (meaning read and write with a pen) following some pattern (I like fibonacci) and solve more exercises

Depends on the level of said exam, but if you just want to pass in it I'd look at past tests and try to solve them, if you don't know how to arrive at an answer search for a book that explains it (ask someone what you need to know to solve it for example), this is the way to learn anything fast (but it has it's problems if you dont research "what you dont know" first)

Then you have to gauge your understanding on each topic, then split the remaining time accordingly, weighing the harder materials with more time. Study before work, in the morning for 1 hour, then after as well. You can pass

Considering the position you are in, yes, literally memorize steps. A test will only cover so much. Memorize every type of problem that will be on the test, per chapter. Memorize the actual steps and practice them. Youtube can help with more explanations.

Through practicing, you will eventually pick up the concepts on things you struggle with. It's just going to happen.
