Eh, I am not sure where I stand on that. When I think of the funniest people I know, it's one of my two best friends (who is a woman) and her girlfriend. I know more "funny" guys, but I'm also friends with more men.
In my own family, my mother was way funnier than my dad. But that's probably because my biological father is a Jow Forumslack ginger manlet who tried to murder two police officers. He doesn't make jokes.
I find that women are way funnier with other women than with men around. My gf is pretty quiet around men. Part of this is that she wants to avoid the "loud obnoxious black woman" stereotype. Part of it is that men talk over her more and she keeps quiet after they do it three or four times.
Whenever my gf has friends over to my apartment she becomes infinitely louder, bubblier, and better at telling jokes. Most of the time her cohort of friends are all other women - at best, maybe one or two guys that she's known for years.

Women know that guys want them to laugh at their jokes, rather than make jokes to them. This probably affects how willing a woman is to actually try and make you laugh.
