Racism, like any sort of discrimination, is meaningless without power. That power may or may not be systemic. For example, police always have to be under scrutiny because they have power over citizens, which makes any prejudices they have worse than normal. If you're white and a PoC pulls a gun on you because they hate white people, then in that moment they have power over you and their hate becomes more potent. But if you're a white NEET living in your basement spamming "nigger" on every board because you think it makes you cool or something, then that's mostly benign racism in the sense that the NEET doesn't have power over anyone. Whether or not every single statement like Op's pic end up mattering is very dependent on who is saying and why they're saying it.
