It's not entirely the same, but the power dynamica are similar. The proletariat in 1984 are kept in the dark and, while not explicitly forbidden from being a member of the government, none of them ever rise above their rank.
American elections work in much the same way. While technically any eligible citizen can run, the barriers to entrance, mainly money, stop most people from holding significant positions.
