If you do testosterone you get 7 pounds a month without doing anything. If you do T and lift you get 15 pounds a month, which is how every actor bulks on 40 pounds of lean mass in 3 months.

This might sound like natty cope but Im being as honest as I can. I'm in the military and in my country there's not a lot of anti-PED laws preventing people from getting it so about 60% or 70% of people here are using / have used it. From these people, only about 5% look juicy, and then there's one guy (who is like the 95% of roid users here but he's the worst case I've seen) who went from 55kg bw (by the end of basic training) all the way up to 90kg (after a couple years and multiple cycles featuring test, tren, dbol, EQ, var etc). At his heaviest I legit wouldn't tell like he lifts at all in clothes as he only got fat at most and was retaining water like a pig. His lifts were also, at his heaviest, 1.5pl bench press, 2pl squat, 0pl deadlift and ohp (he skips them)
So no you still have to work for gains, even when roiding.
