You have no shoulders and no lats,if you want to counterbalance the negative effect of those love handles you need to focus on those two muscles.
You have a weak upper body,you should start training that one first.
More OHP and pull-ups?
The OHP trains mainly your front delt,a bit of side delt too,besides this god-tier exercise you must add lateral raises to shape that lateral deltoid.

OHP will work you shoulders just as much as shoulder press if not better, so no need for the latter.
If you work pullups, especially weighted ones, no need for lat pull downs.
Finally, add Pendlay rows for all round back development too.

I got the same problem. Wide fucking bitch hips. Had to do alot of work on my lats. Im on a fast right now to finally shed off the last of the fat. Its your bodies last hold out when losing fat. Slowly but surely mine are almost gone. Just gotta eat less and lift more, just commit to it.
