There's no rotation involved for a start...

raise your arms so they're at 90 degrees, it saves your shoulders a ton but still is .. well, a good shoulder exercise.

I only do raises with cables and I usually raise higher than 90 degrees, but never felt any pain or anything weird.

thought OP meant side raises, nvm, then again I only do these exercises with sort of light weight and higher reps

Rotate your fucking hands towards the top, that way the dumbbell is perpendicular to the floor. You slightly reduce activation, but you remove the chance to damage your rotator cuff.
