Israel is required to use our aid to purchase American weapons; it's a subsidy on our weapons industry. We've also threatened to cut aid if they sell their own weapons to China (nytimes.com/2000/07/13/world/israel-drops-plan-to-sell-air-radar-to-china-military.html). Then of course there's also creating a buffer zone between the Suez and the rest of the Middle East to secure our control over it (don't forget that Egypt is the second-largest recipient of US military aid).
