Other than resolution, the display doesn't have any factor in what can be rendered. The Xbox One X is a more powerful system, so in games that support the extra power, you will get a graphical boost. I'd say for a lot of games though, they'll just run at a higher framerate, and perhaps load a bit quicker.

If the game is Xbox One X enhanced, than yeah, certain graphical effects will be improved. Can't say all of them will have an increased draw distance though, it's more of a case by case basis.

Personally, I wouldn't go for any of these upgraded version of consoles, the games have to be held back so that they still support the earlier versions, so really it's not worth the higher price tag, not to me, anyway.
I'm not saying that you have to go over to PC gaming, but perhaps you should start researching a bit, there are deals to be had, and you don't need to spend a shitload to have a competent PC.

Well, they haven't really dropped any specs yet, to my knowledge. Will probably be more powerful, to some extent, but I doubt it will justify the larger price tag that it's likely to have. So yeah, I feel like going for the X after a price drop might be the better decision.

Sounds like a plan for me honestly since the x is supposedly already good in terms of graphics and performance as it is already for an xbox so I'll just wait for the price to drop and go for it and get a samsung smart tv to go with it.
And just wait a few years for the anaconda to drop in price maybe. The xbox one s isn't a bad console since it has 1.6 terabyte while the xbox one x only has 1 terabyte but the performance and graphics and rendering draw distance isn't good but it is good for doing it's job. I wouldn't worry too much about the HDD size, you can always just plug in an external USB drive, that's what I do and it works great.
That's what cloud saves are for, unless you don't have Gold. I think you can probably transfer them over with a USB flash drive as well, maybe?

Some games have better native resolution, draw distance, textures, models and framerates if the developers decided to optimize a game for the X. You can check microsofts page for a full list of games optimized for the X and their optimizations. the xbox one s just upscales the 1080 (more like 900p) to 4k, but if your tv already does that there's no point.
