You're expecting too much from the goverment. Deranged people might be covertly walking around and the goverment can't just stop them. The opposite is true. Sons tend to inherit their father's height, since it's a part of their Y chromosome. All of my male friends are much closer to their father's height, with most of them towering over their mothers. A short guy isn't going to produce tall sons.
