Who can I commission to make me an html site. Something that's extremely minimalist, focused around written content, but also structured so that content can be accessed chronologically and topically. And a page where I could upload books I write.
I want there to be a menu or something so I can change the color and columns and upload pictures. I'll upload it to neocities.
Is there a place I can hire someone to make this for me?
Oh and I also want to make it free to use. What I want is the thinkpad of text based sites.

Why are you beholden to Neocities for your platform? Neocities is for static hosting, while some of the features you describe are dynamic; these would be difficult to maintain if not impossible to implement. Basically what you want is a blog powered by something like wordpress.

I'm not OP, but I am looking to develop a web app that can control a website. A CMS, but not like Wordpress. Just a simple dashboard to control certain aspects of a one page website.

I haven't found any sites that are similar to what I'm looking to develop so I can't link to any examples.
What programming languages do I need to know to create such a site? I'm not going to be creating the site, I'll be paying someone else to do it. I just need to know what languages I need the developer to know before I hire them. I'd also like to learn myself.

Nope, I don't know any services like that. But in general, you need some database system for keeping track of user data (like mysql or postresql), some web design framework (like react.js from your image or angular, etc), and finally a backend server to tie everything together (e.g. java plus tomcat, python, ruby on rails, etc)
