Technically speaking: yes, however it's certainly not more dead than windows phone.

For example MS can try as many times as they want but they need to inject money constantly to keep it alive, that's the beauty of the open source, it can get stalled without money like the proprietary ones but it's pretty hard to kill because others can continue the work.

They did a good job capturing the ugliness of stock kde. Is it just as buggy?
Development and device support is sparse. Sailfish OS at the very least has a target device and active development. Also you can (sort of) get by on Google Maps on a web browser.
Why does KDE have a hard-on for making huge, out of place buttons randomly scattered about? Is that supposed to be a Jitterbug?
The unreasonably large clock on the taskbar has always annoyed me on stock kde. Who thought that was a good idea.

Im interested into turning my mobile to a linux os like that ubuntu touch. Like it looks kool and android is outdated in my device. Are there other OS for mobile like Ubuntu touch that are linux and can import linux tools etc.

Ubuntu Touch is very much alive
The UBports community took over the project and are running with it
They are going to release a flavor of Ubuntu Touch for the upcoming Purism Libre 5 phone
There will also be a Gnome mobile and KDE mobile flavor available
As far as I know Ubuntu Touch is the only one working on Android app compatibility using Anbox
Samsung has that problem too when you add the weather widget to the screen.
