If it's just like desktop in the last 2 years or so, then it's not buggy at all.

Im interested into turning my mobile to a linux os like that ubuntu touch. Like it looks kool and android is outdated in my device. Are there other OS for mobile like Ubuntu touch that are linux and can import linux tools etc.

Ubuntu Touch is very much alive
The UBports community took over the project and are running with it
They are going to release a flavor of Ubuntu Touch for the upcoming Purism Libre 5 phone
There will also be a Gnome mobile and KDE mobile flavor available
As far as I know Ubuntu Touch is the only one working on Android app compatibility using Anbox
