motherboard with embed sim slot arent that common, they are mostly used only on some industrial settings, and the price is around $100 for a x86 one (it is a full computer on a board tho, only lacks psu)
the cheapest option would probably be indeed a raspi with one of those usb modems (or an old pc like you said)
