Uhhh can't you google the dB scale?
+10 dB is twice as loud. So 35.2dB would be twice as loud as 25.2dB. so 0.7 isn't much higher.
But the Phanteks also moves more air... so obvious choice if price is similar.

iirc, 28dB is the average noise level of a library.

Flip it. It's not worth it. It'll just be irrelevant in a year with Intel's 8core release and 7nm 3700X if "le best performance meme" is what you're looking for. We might even get Black Edition CPUs again come 7nm Ryzen.
