GNU/Linux can read + write a mounted ntfs partition that's badly fragmented faster than the windows that's on it.

you can defrag ssds all day long if you want but you shouldn't do it because ssds aren't affected by disk defragmentation to the degree mechanical drives are because ssds don't have a seek time and they handle random reads very well

OK, so my assumption is that your brother has asked you to fix his computer but has asked you not to wipe it. This is most likely because he's afraid of losing data, which is fair enough. You need to explain to him that you need to
a) back up all his data to an external drive
b) wipe and reinstall
c) restore his data
If he does not agree to this, tell him in a charming and brotherly manner that he can go fix his own fuckin computer
