No, Plex is garbage when it comes to local playback. Use kodi (with an external player if filtering) if everything will be on the same LAN. Also drop VLC.

You can use the Plex Player, yes. I'd run a local plex server though for best results, depending on what you are trying to stream. I mean 4k Atmos content is pretty rough to stream on the extreme end.
